Owning a dog in Poland can come with a yearly municipal charge, the opłata od posiadania psów (dog fee). Not every town has it, and the amount differs from place to place. This guide explains who pays, how much the national ceiling is in 2026, who is exempt, and how and when to pay. It is based on the national tax portal podatki.gov.pl (pages published 15 December 2025, forms page 12 January 2026) and the text of the local taxes and fees act, art. 19, as shown by OpenLEX.

What the dog fee is

Podatki.gov.pl describes it as a local fee that the municipal council (rada gminy) may introduce on its territory. You pay it once a year for keeping a dog. It is collected by the municipality and paid by individuals who own a dog or dogs. A municipality may introduce the fee but does not have to, so in some towns there is no dog fee at all. The only way to know is to ask your town hall or look at the council's resolution.

How much does it cost?

The council sets the annual amount in a resolution, but it cannot exceed the upper limit announced each year by the Minister of Finance. According to art. 19 of the act, the fee per dog cannot exceed 186.29 zł per year. The Minister's notice for 2026 (Monitor Polski 2025 poz. 726) lists the same figure. The tax portal page was written earlier and still shows the 2025 maximum of 178.26 zł per dog, so the 2026 figure is the newer one.

Two details from the portal:

  • Each town decides the final amount, so ask your local office for the exact figure.
  • The council may make the amount depend on things such as the size or breed of the dog.

When and how to pay

The fee is paid once a year. The council sets the payment deadline in its resolution, and according to the portal it is usually 30 April. If you became the owner of a dog after the payment deadline, for example after 30 April, you pay an amount proportional to the number of months left until the end of the year.

You can pay:

  • at the municipal cash desk;
  • by bank transfer to the municipality's account;
  • to a collector (inkasent) appointed by the municipality.

The portal's forms page says there is no obligation to file any form or declaration related to the dog fee. The fee is collected directly by the competent body or paid to the collector, usually after you receive a notice from the municipality. If you have a dog and have not heard from the town, it is sensible to ask whether a fee applies, so that you do not fall behind on a payment.

Who is exempt

The portal lists these statutory exemptions. You do not pay if:

  • you have a decision confirming any degree of disability and your dog is an assistance dog;
  • you have a decision confirming a significant degree of disability;
  • you are over 65 and run your household independently.

The disability and age exemptions apply to one dog only. You pay the fee for a second and every further dog.

There is also an exemption for a dog if you pay agricultural tax (at least equal to the dog fee) for farmland larger than 1 hectare or 1 conversion hectare. It covers at most two dogs. Members of diplomatic missions and consular offices are exempt on the basis of reciprocity.

The council may add its own exemptions. The portal gives examples such as dogs adopted from a shelter or dogs with a microchip. Whether your town does this depends on its resolution, so check it before you assume you qualify.

What it means for expats

  • If you move to a new town with a dog, ask the municipal office whether the fee exists and what the rate is. A town next door can be different.
  • If you arrive with a dog from abroad, the fee is separate from pet import rules and from the dog registration rules. This article only covers the municipal fee.
  • Keep the payment confirmation. It is the easiest proof if the office later asks.
  • If you think you are exempt, ask the office what document it needs, because the portal does not list the paperwork.

Details above are as of 16 October 2026. The portal pages are dated December 2025 and January 2026, and the 2026 ceiling comes from the legal text and the Ministry notice. Ceilings are announced every year and councils can change their resolutions, so confirm the current amount with your municipality.
