Krakowskie Przedmieście street in Lublin, Poland

Lublin has a paid parking zone in the centre, split into three subzones, A, B and C. If you drive there, the rates changed on 1 January 2026, and the city's English page still shows older prices. This guide uses the official Lublin parking zone site (spp.lublin.pl), including the zone rules and the resident pass page, and resolution 486/XV/2025 of the Lublin City Council of 20 November 2025, published in the voivodeship official journal on 28 November 2025. The resolution says it takes effect on 1 January 2026. The sources do not address foreigners specially, and they cover parking on public roads only, not private car parks.

When you pay

According to the zone rules (valid from 1 January 2026), you pay on working days, Monday to Friday, from 8:00 to 18:00. There is no charge on Saturdays, Sundays and other public holidays. You pay in advance for the whole declared time, right after parking and no later than 10 minutes after you take the space. The zone's borders are marked by D-44 signs on the way in and D-45 signs on the way out.

Rates from 1 January 2026

The resolution gives these single payments:

* first hour: 5.00 zł in subzone A, 3.10 zł in B, 2.60 zł in C, * second hour: 6.00 zł, 3.70 zł, 3.00 zł, * third hour: 7.00 zł, 4.30 zł, 3.50 zł, * each following hour: 5.00 zł, 3.10 zł, 2.60 zł, * 24-hour ticket: 31.00 zł, 26.00 zł, 19.00 zł.

The minimum paid time is a quarter of an hour, and the charge is rounded to the nearest 10 groszy. The city's English page lists lower prices, such as 4.50 zł for the first hour in subzone A. Those are the older rates, so use the figures above.

A payment for subzone A is valid in A, B and C. A payment for B is valid in B and C. A payment for C is valid only in C. If a machine is out of order, the rules say to pay at another machine or through a mobile payment system.

How to pay

According to the rules, you can buy a ticket at a machine with NBP coins (10 gr, 20 gr, 50 gr, 1, 2 and 5 zł), a payment card or BLIK, or pay through a mobile payment system. The city's page names the SkyCash and CityParkApp apps. In a machine or an app, you must type in the car's registration number and the time, and in an app also the subzone, and choose the city of Lublin. The rules say that mistakes in this data are the user's error and can lead to the fee being treated as unpaid. Money for unused time is not refunded.

Season passes

The zone site lists the monthly general pass of type A at 280 zł in subzone A, 225 zł in B and 190 zł in C. The half-year pass costs 1,300, 1,100 and 950 zł, and the yearly pass 2,300, 1,900 and 1,650 zł. A pass bought for A works in A, B and C, a pass for B works in B and C, and one for C only in C. Passes do not cover private car parks. You can buy them at the transport authority, at the zone office at ul. Lubartowska 72A or in the e-shop, with only the vehicle registration document. Paying alone does not activate a pass bought in the e-shop, so follow the shop's steps.

The resident pass

A resident pass of type M costs 200 zł in all subzones, for up to 12 months. According to the zone's page, you qualify if you are registered (permanent or temporary) in the zone area, and, for temporary registration, you can show a legal title to the home. Among the other conditions, you must be the owner or co-owner of the vehicle, or hold a document allowing use. The page does not cover every condition, so read the full list before applying. The pass lets you park on three streets close to your home. If you qualify for several of the M, N (disabled, 6 zł a month) and D passes, you can have only one.

The extra fee: 300 zł

The rules set an extra fee of 300 zł for not paying or for parking after your time has run out. You pay it into the bank account named on the demand within 14 days of the demand being issued or delivered. For overstaying the paid time only, the fee is 100 zł if you pay within 7 days, and the deadline cannot be restored. The notice goes under the windscreen wiper or by post to the registered owner. Inspectors cannot cancel it or take payment.

If you think it is wrong, you can file a request for an explanatory procedure at the transport authority within 7 days of the inspection or the delivery of the demand. It pauses the 14-day deadline, but not the 7-day deadline for the lower 100 zł fee. The fee is a public charge, not a criminal fine, and unpaid fees can be collected by administrative enforcement.
