Poland News, 5 November 2026: Security, Rates and Fog
The essentials: Authorities announced six arrests in a Russia-linked investigation. The reference rate remains 3.75%, while the daily safety bulletin highlights fog, low river flows and carbon monoxide risks.

Thursday, 5 November brings a security announcement, a steady interest-rate decision and a practical reminder to check the time on weather warnings. This afternoon brief separates what authorities announced today from yesterday's monetary-policy decision and from morning conditions that may already have changed.

Six arrests in a Russia-linked investigation
Poland's National Prosecutor announced that ABW officers detained six people on 21 October and 2 November in an investigation into an alleged organised group working for Russian intelligence. The announcement was published today. Prosecutors identify the suspects as five Polish citizens and one Russian citizen, and say officers searched 21 locations across the Warmian-Masurian, Pomeranian and Greater Poland regions.
All six face allegations of participating in an organised criminal group and exporting weapons components to Russia without the required permission. Four also face espionage charges. A court ordered three months of pretrial detention for those four; the other two are subject to non-custodial preventive measures. Charges and detention are not convictions.
Prosecutors allege that the activity ran from at least June 2023 to December 2025 in Poland, Lithuania and Russia. They put the value of ammunition components allegedly bought and exported illegally at more than 2 million złoty. DW separately reported the arrests and the distinction between the four espionage cases and the two other suspects. The announcement does not establish a general travel restriction for residents or visitors.
Interest rates remain unchanged
The Monetary Policy Council left NBP interest rates unchanged at its 3-4 November meeting, according to BANK.pl's report of the central bank's announcement. The reference rate remains 3.75% annually, with the deposit rate at 3.25% and the Lombard rate at 4.25%. This is yesterday's decision, included because it matters for household borrowing and savings today.
For an expat comparing a mortgage, savings account or loan, the policy rate is context rather than a personal offer. An unchanged central-bank rate does not promise that a bank will leave every product price unchanged. Check the actual contract, margin, fees and repricing date instead of treating the headline rate as your own interest charge.
BANK.pl reports that the council reviewed its November inflation and GDP projection and said further decisions would depend on incoming information. A projection is not a guarantee of either future prices or the next rate decision. Avoid building a household budget around an assumed cut that has not been announced.

Read the time on fog and safety notices
The Government Security Centre's 5 November bulletin listed second-level dense-fog warnings across much of Poland, but said those warnings were valid no later than 11:00 today. This brief is being published later, so that morning list must not be read as a current afternoon warning. Check fresh IMGW and transport notices before setting off.
The same bulletin reported hydrological drought from low water flows across the country except Warmian-Masurian, lasting until revoked. It recorded no river alarm-level or warning-level exceedances. These are different measures: low flows and flood thresholds should not be confused with each other, or with a drinking-water notice for a particular building.
RCB also reported one carbon-monoxide death during the previous day. For renters settling into the heating season, that is a reminder to take alarms and symptoms seriously, rather than diagnosing a heater problem from a news summary. Our flat-ventilation guide explains grilles and air inlets; it is not a substitute for emergency help or a qualified inspection.
