Sailing Licence in Poland: Patent Types, Exam Fees, Foreign Licences
Short answer: Poland requires a patent for sailing yachts over 7.5 m or motor yachts over 10 kW. The sailing yachtsman exam costs 250 zl plus 50 zl for the document, minimum age 14.

Poland has thousands of lakes, and the Masurian lakes in particular are a sailing destination. Before you charter a yacht, it helps to know when Polish law requires a licence, how the exam works, what it costs, and what the Ministry of Sport and Tourism says about foreign licences. This guide uses the consolidated text of the Regulation of the Minister of Sport and Tourism on water tourism (Dz.U. 2026 poz. 604, published 6 May 2026) and the ministry's page on sailing exams, updated in January 2026, read on 16 October 2026. Check the current rules with the Polish Sailing Association or the organisation running your exam before you book.
When you need a licence
The regulation says that qualification documents ("patents") are required for water tourism on sailing yachts with a hull longer than 7.5 m, or on motor yachts with an engine above 10 kW. The patents are:
- sailing yachtsman (żeglarz jachtowy);
- yacht sea helmsman (jachtowy sternik morski);
- yacht captain (kapitan jachtowy);
- motorboat helmsman (sternik motorowodny);
- motor yacht sea helmsman (motorowodny sternik morski);
- motor yacht captain (kapitan motorowodny);
- motor yacht mechanic (mechanik motorowodny).
Separate licences are needed to tow water skiers or other floating sports objects, and to tow aircraft, with a motor yacht engine above 10 kW.
The main patents and what they allow
- Sailing yachtsman: you must be at least 14 and pass the exam. It allows you to command sailing yachts on inland waters, and yachts up to 12 m hull length on sea inland waters and on other sea waters within 2 nautical miles of the shore, in daylight.
- Motorboat helmsman: you must be at least 14 and pass the exam. It allows you to command motor yachts on inland waters, and up to 12 m on the same coastal waters, in daylight. People under 16 can use the licence on motor yachts with an engine up to 60 kW.
- Yacht sea helmsman: at least 18, two sea cruises totalling at least 200 hours, and the exam. It allows sailing yachts on inland waters and up to 18 m hull length on sea waters.
- Motor yacht sea helmsman: the same age and sea-time requirements, with motor yachts up to 18 m.
- Yacht captain and motor yacht captain: these need the sea helmsman patent plus much more sea time, at least six sea cruises totalling 1,200 hours, among other requirements. They allow inland and sea waters.
For most visitors who want to charter on Masuria, the relevant patents are the first two, because they cover inland waters.
The exam and fees
The exam is run by an examination commission appointed by the relevant Polish sports association or an organisation authorised by the minister. It has a theoretical part and a practical part. For the sea helmsman patents, the theory pass mark is 65 correct answers in the test plus a correctly solved navigation task. In the practical part, selected elements of handling the yacht are checked, and one failed element may be repeated once during the exam.
Fees from the regulation:
- sailing yachtsman patent exam: 250 zł;
- yacht sea helmsman exam: 350 zł;
- motorboat helmsman exam: 250 zł;
- motor yacht sea helmsman exam: 350 zł;
- mechanic and towing licences: 250 zł each;
- issuing the patent or licence: 50 zł.
These fees are reduced by 50 percent for pupils and students up to age 26. If you fail, you pay the exam fee again to retake the exam.
You apply to the competent Polish sports association with an application, a 3.5 by 4.5 cm photo, the exam certificate, proof of sailing experience where the patent requires it, and for a minor, the written consent of parents or guardians.
Foreign licences in Poland
The ministry's page quotes article 37a, paragraph 6, of the Inland Navigation Act: a person who obtained water tourism qualifications in another country can do water tourism in Poland within the scope of the qualifications confirmed by an appropriate document. It adds that the rules on recognition of foreign qualifications are set by each country's own law, and that neither general rules nor EU law oblige other countries to recognise Polish patents.
Polish patents abroad
The same page, updated in January 2026, says the situation differs by country.
- Germany: the "guest" rule lets foreigners, including Poles, sail German waters, but holders of Polish patents need a Polish patent, a document proving Polish citizenship and permanent residence in Poland, which can be checked during an inspection. Those who live in Germany permanently for over a year need a German document.
- Lithuania, Slovakia and the Netherlands: sailing on a Polish patent or licence is currently not possible, according to the ministry. Talks are ongoing.
- The page notes that Croatia recognises Polish patents.
- The International Certificate for Operators of Pleasure Craft (ICC) is not generally binding. It does not give sailing rights in several EU countries, including Poland itself.
If you are a foreign resident in Poland who wants to sail at home, check your country's rules, and ask the Polish sailing association whether your document is enough on Polish waters.
