Short answer: Poland's EU Blue Card requires annual gross pay of at least 150% of the prior year's average national salary - 13,355.34 zloty a month for 2026 applications - plus a contract of at least 6 months, qualifications, health insurance, and a profession not on the negative list.

The EU Blue Card - in Poland, the temporary residence permit for work in a highly qualified profession (zezwolenie na pobyt czasowy w celu wykonywania pracy w zawodzie wymagającym wysokich kwalifikacji) - got new rules under the 2025 amendment to the Act on Foreigners. As of October 14, 2026, the consolidated text (Dz.U. 2025 poz. 1079) sets a salary floor, a six-month contract minimum, and a route for applicants without a university degree. Here is what the law actually says.

The 2026 salary threshold: 13,355.34 zloty gross per month

The core condition is money. Your annual gross salary under the contract must not be lower than 150% of the average salary in the national economy in the year preceding your application, as announced by the President of Statistics Poland (GUS) under the pensions act (art. 127 pkt 3).

The GUS announcement that governs applications filed in 2026 is the komunikat of February 9, 2026: the average monthly salary in the national economy in 2025 was 8,903.56 zloty. Multiply by 1.5 and the Blue Card floor for applications filed in 2026 is 13,355.34 zloty gross per month - roughly 160,264 zloty a year.

One trap to avoid: on February 19, 2026 GUS also published a separate announcement of 7,770.04 zloty - that figure is the average salary *reduced by deducted social insurance contributions* and is used for other purposes. It is not the Blue Card base. The Blue Card law points at the pensions-act announcement, which is the 8,903.56 zloty one.

Who qualifies

Under art. 127 of the Act on Foreigners, the permit is granted when all of the following hold:

  • You have a contract for at least 6 months. It can be an employment contract (umowa o prace), a home-work contract, or a civil-law contract under which you perform work or provide services.
  • Regulated professions: formal qualifications. If the job is a regulated profession under the 2015 act on recognition of professional qualifications, you must hold the formal qualifications and meet the other conditions for that profession.
  • Other professions: higher professional qualifications. The law defines these as qualifications from completed higher education *or* qualifications gained through professional experience (art. 2 pkt 25) - a route for experienced specialists without a degree.
  • Health insurance. You must have health insurance under the 2004 publicly funded healthcare act, or confirmation that an insurer will cover treatment costs in Poland.
  • The profession is not on the negative list. The job must not appear on the list of professions excluded under art. 31 ust. 3 of the Act of March 20, 2025 on conditions for entrusting work to foreigners.

How long the permit lasts

The permit is granted for the duration of the work plus 3 months, but no longer than 3 years (art. 128). The decision itself states the minimum salary you may earn while holding it (art. 137).

When the negative-list rule does not apply

Three situations exempt you from the negative-list condition (art. 129): you held a work permit, a temporary residence and work permit, or a Blue Card immediately before applying, with the same employer in the same position; you have already worked legally in Poland for 2 years on a Blue Card; or further statutory cases. In practice this means renewals and second Blue Cards are simpler than first applications.

A cap is possible but not automatic

The interior minister, in agreement with the labour and economy ministers, may set an annual limit on first-time Blue Card permits - broken down by voivodeship, profession, contract type or employer type (art. 127a). Any limit reached is announced in Monitor Polski. Check whether a limit announcement is in force when you apply - the absence of one means there is no cap.

Moving to Poland on another EU state's Blue Card

If you already hold an EU Blue Card issued by another member state, Poland has a separate temporary residence permit for long-term mobility (art. 137a), which lets you move for more than 90 days to take up highly qualified work. Short-term mobility of up to 90 days in any 180-day period for professional activity does not require a permit.

Where and how you apply

You apply to the voivode (wojewoda) for the region where you will live, while staying in Poland legally. The permit decision, once issued, states its validity period and that you may work in a highly qualified profession for a salary not lower than the one set under art. 127 pkt 3 (art. 137). Processing times vary by voivodeship; booking and document rules are set locally, so check your voivodeship office's page before filing.
