Applying for a residence permit in Poland comes with two separate payments: a stamp duty (opłata skarbowa) for the permit itself, and a fee for the residence card. Both are fixed by law and are the same in every province. This guide uses the Office for Foreigners (UdSC, Urząd do Spraw Cudzoziemców) pages on gov.pl, updated 29 April 2026, and the fee table of the Pomeranian Voivodeship Office's foreigners department, read in October 2026. Fees are set by regulation, so check the table of your own voivodeship office before you pay.

Two payments, two accounts

The Office for Foreigners says that when you apply in the MOS online system for a temporary, permanent or EU long-term resident permit, you must attach proof of two payments:

1. the stamp duty for the permit, from 340 zł to 640 zł depending on the permit type, and
2. the fee for issuing the residence card, 100 zł.

These are separate fees and must be paid to separate bank accounts. The Office stresses that you cannot pay in the MOS system itself. You find the account numbers on the website of the voivodeship office that handles your case. Proof of payment can be an electronic transfer confirmation, a scan or a legible photo. The Office recommends attaching the electronic confirmation, so you do not have to bring a printed copy to the office. For help with the application itself, see our MOS application guide.

Stamp duty for the permit

The Pomeranian Voivodeship Office lists these amounts:

  • Temporary residence and work permit: 440 zł
  • Temporary residence for highly qualified work, and intra-company transfer: 440 zł
  • Temporary residence for seasonal work: 170 zł
  • Temporary residence, other cases: 340 zł
  • Temporary residence for circumstances requiring a short stay: 85 zł if you are required to appear before a Polish public authority, or when Poland's interest requires your presence. 340 zł when your exceptional personal situation requires it.
  • EU long-term resident permit: 640 zł
  • Permanent residence permit: 640 zł. The Podlaskie voivodeship table adds that holders of the Karta Polaka are exempt from the stamp duty for this permit.
  • Change of a residence and work permit (applications filed after 28 January 2022): 220 zł
  • Change of a residence permit, EU Blue Card: 10 zł
  • Certificate: 17 zł
  • Duplicate of a decision: 5 zł for each started page
  • Visa extension: 406 zł

The residence card fee

According to the Office for Foreigners and the Pomeranian table, the fees for applications filed from 29 July 2022 are:

  • Issue or replacement of the card: 100 zł
  • Card for a minor under 16, or for a secondary school pupil or student: 50 zł
  • Replacement after a culpable loss or damage: 200 zł
  • Replacement after a second culpable loss or damage: 300 zł

The Office for Foreigners says reductions apply when you present a certificate from the social assistance authority showing that you receive cash benefits, a certificate of study in an upper-secondary school or university, or a birth certificate (or another document confirming the age) for a minor foreigner. The Łódź voivodeship table gives the reduced card fee as 50 zł.

Foreigner's documents

The Pomeranian table also lists fees for other documents. For applications filed from 29 July 2022: a Polish travel document for a foreigner costs 350 zł (175 zł for minors under 16, pupils and students), a replacement after culpable loss costs 700 zł, and a Polish identity document for a foreigner costs 100 zł (50 zł for minors, pupils and students). A temporary travel document costs 50 zł (25 zł for minors).

How to pay, step by step

1. Find your voivodeship office's fee page and read the account number for the stamp duty and the one for the card fee.
2. Pay each fee separately, with a transfer title that includes the applicant's full name, as the tables ask. For example, "Opłata za zezwolenie na pobyt czasowy" followed by your name.
3. Save the electronic confirmation.
4. Attach both confirmations to your MOS application.

Tips

  • Pay the correct amount for your permit type, since a work permit combination costs more.
  • Do not mix up the two accounts. The Office for Foreigners says they are separate.
  • If you apply for a card from the Office for Foreigners itself (not the voivodeship), its card fee has its own account, which the Office publishes on its fee page.
  • Waiting times are a different story. Read about how long residence card cases take.
