The market square area in Wrocław

Wrocław has two paid parking systems, and the rules for residents changed on 1 January 2026. The city road authority ZDiUM runs the Downtown Paid Parking Zone (Śródmiejska Strefa Płatnego Parkowania, ŚSPP), split into area A (the very centre) and area B, and a wider Paid Parking Zone (Strefa Płatnego Parkowania, SPP) in the districts around it. This guide uses the official ZDiUM pages and the City of Wrocław website, read in October 2026. Fines and permit prices are tied to the minimum wage, so they rise when it does.

Where and when you pay

According to the City of Wrocław, parking in the downtown zone (ŚSPP) is paid every day from Monday to Sunday, between 9:00 and 20:00. In the wider SPP zone you pay only on working days, Monday to Friday, between 9:00 and 18:00. The city says you must pay without being asked, straight after taking the space.

The rates

ZDiUM lists these rates per hour. Its page was last updated on 24 March 2026.

  • Area A (centre): first hour 7.00 zl, second hour 7.30 zl, third hour 7.70 zl, fourth and every next hour 7.00 zl.
  • Area B (downtown): first hour 5.00 zl, second 5.20 zl, third 5.50 zl, fourth and next 5.00 zl.
  • SPP (wider zone): first hour 3.00 zl, second 3.10 zl, third 3.30 zl, fourth and next 3.00 zl.

The entry to the zone is marked with a D-44 sign. A payment is for the time you choose, and staying longer than the time on the meter printout or in your mobile payment counts as not paying.

The penalty for not paying

The additional fee (opłata dodatkowa) is a share of the minimum wage, so it changes every year. ZDiUM lists these amounts:

  • No payment for the stay: 240 zl if you pay within 7 days (5% of the minimum wage), and 480 zl after that (10%).
  • Paid time exceeded: 144 zl within 7 days (3%), and 288 zl later (6%).

The seven days count from the date of the notice when an inspector issues it on the spot, or from the date you receive it when the car was checked by the automatic plate-scanning system (e-control). You can pay in cash at the ZDiUM cashier, or by contactless card (up to 200 zl) or BLIK at any parking meter, and also at the pay machine in the ZDiUM cash office.

Resident permits from 2026

The city says that until the end of 2025 there was one resident permit, type M. From 2026 there are two:

  • MAB: for residents of the downtown zone (areas A and B).
  • MC: for residents of the wider SPP zone.

New prices from 1 January 2026, according to the City of Wrocław:

  • MAB (centre), yearly: 288 zl for the first car, 2,883 zl for the second and 2,883 zl for the third.
  • MAB, half-year: 144 zl for the first car. Monthly: 28 zl for the first car.
  • MC (wider zone), yearly: 192 zl for the first car, 384 zl for the second and 1,922 zl for the third.
  • MC, half-year: 96 zl for the first car. Monthly: 19 zl for the first car.

The old price was 100 zl a year for the first car, so the city says the permit had not been updated for over 20 years. The second and third cars rise most, to limit the number of cars in the centre, which the city says is more than 90% occupied all day. A permit bought in 2025 stays valid for its full 12 months.

Hybrid cars and the end of the "H" badge

The free "H" badge for plug-in hybrids and hybrids ended on 1 January 2026. In area A, no permit is available for low-emission vehicles. In area B the permit costs 288 zl a year, and in the wider zone 192 zl a year. The city says rules for electric cars did not change.

Permits for everyone

A general permit, open to people who do not live in the zone, costs 2,066 zl a year for the wider zone C and 4,133 zl a year for zone B, per the city page. Reserved bays (koperty) are now priced as a percentage of the minimum wage.
