If you own or take over a car in Poland, you must have mandatory third-party liability insurance, known as OC (obowiązkowe OC posiadaczy pojazdów mechanicznych). Driving without it is not a small paperwork problem. The Insurance Guarantee Fund (UFG, Ubezpieczeniowy Fundusz Gwarancyjny) charges a fixed penalty that depends on the minimum wage, and the number grows fast. This guide uses the Polish Financial Ombudsman (Rzecznik Finansowy, rf.gov.pl) publication of 24 February 2026 and the UFG's published fee tables, read in October 2026.

What OC covers

OC covers damage that you cause to other people with your car. According to the Financial Ombudsman, a driver without OC who causes an accident pays the compensation from their own assets. That can mean tens or hundreds of thousands of zloty, and the Ombudsman mentions a record of nearly 5 million zloty.

The UFG penalty in 2026

Without a valid OC, you face two risks: your own financial liability for a crash and the fee charged by the UFG. The fee depends on three things, according to the Ombudsman: the length of the gap in cover, the vehicle type, and the minimum wage. For a passenger car, the fee is twice the minimum monthly wage, and the Ombudsman lists these amounts for 2026:

  • Up to 3 days without OC: 1,920 zł
  • 4 to 14 days: 4,810 zł
  • Over 14 days: 9,610 zł

For comparison, the UFG's own table for 2025 listed 1,870 zł, 4,670 zł and 9,330 zł for the same three bands, so the figures rise whenever the minimum wage goes up. The 2026 minimum wage is covered in our minimum wage guide. Trucks, tractors and buses pay a higher multiple of the minimum wage.

The Ombudsman describes the control system as very effective: the UFG checks data from various databases and registers as part of its statutory tasks. Even a gap of one to three days falls into a paid band.

Buying a used car: OC moves with the car

This is the part many newcomers miss. When you buy a used car, you receive it with the seller's policy. The Ombudsman explains:

  • The OC contract passes to the new owner by law, with no new papers and no need to tell the insurer. This also applies to gifts and inheritance.
  • You also take over the duty to pay the premium. If the seller did not pay all the instalments, or the insurer recalculates the premium, you must pay.
  • The duty to have OC is yours from the moment of purchase. Check that the car has valid OC no later than the day of the sale.

How to check OC

1. Ask the seller for the policy document. It may not show the current state, for example if the contract was ended, and it must be a real policy rather than an offer or a draft.
2. Check the UFG database with the registration number on the UFG website. It tells you whether OC is valid on that day, the name of the insurer and the policy number. Do it on the day of purchase.

If there is no valid OC, you must buy a policy on the day of purchase at the latest, even on a day off. You can do it online or by phone. The car must not be used until you have it.

Premium recalculation and ending the inherited policy

The insurer can recalculate the premium according to your risk profile, for example age, driving experience and claims history. The Ombudsman says this can mean an extra payment of hundreds or even thousands of zloty, and that the law sets no deadline, so the letter sometimes arrives months later. You can ask for a recalculation yourself, and if you have higher discounts than the seller, the premium can go down.

You can also terminate the inherited policy at any time, in writing with a handwritten signature. A registered letter is the safest, though insurers often accept a signed scan by email or an online form. Keep proof. You can name a termination date that is not earlier than the date of your notice. The Ombudsman advises buying a new policy before you send the notice, so there is no gap in cover.

Tips for expats

  • See our guide to registering a car in Poland for the paperwork that comes with owning one.
  • Check the UFG database for any car you plan to buy, using the plate number.
  • Set a reminder before the policy ends, since a one-day gap triggers the 1,920 zł band.
  • Do your yearly technical inspection on time too.
