Postal Power of Attorney in Poland: Collecting Someone Else's Mail

The essentials: Poczta Polska postal authority normally requires its form, identity checks and a signature in front of the postal employee. Fees are 6 zł one-off, 8 zł per month or part, or 26 zł permanent. Household collection and special-procedure letters follow separate rules.

If you are away from Poland when a registered letter arrives, a friend cannot safely assume that your collection slip and a handwritten note will be enough. The answer depends on the postal product, whether that person lives with you, the authority you have given them, and whether special rules apply to the letter.

Poczta Polska offers pełnomocnictwo pocztowe, a postal power of attorney. This guide explains the ordinary setup process, the operator's form and current fees, checked on 30 October 2026. It also separates that process from household collection, mail forwarding and representation in court. It is practical information, not advice about the deadline or service rules in a particular legal case.

Choose the right route before sending someone to the counter

Start by identifying who delivered the notice. This guide concerns Poczta Polska, not an automatic authorisation for every courier, parcel locker or collection network. Record the tracking number, named addressee, collection office and final collection date. If the sender is a court or public authority, tell the office that when asking what documents the collector needs.

There are two useful distinctions. A person who genuinely lives with you may qualify under the ordinary household-delivery rules. A friend living elsewhere is a different case and may need authority as your representative. Separately, special-procedure correspondence can have rules that override ordinary postal arrangements. Do not pick a route simply because it seems cheapest or because somebody used it for a different letter last month.

Can an adult household member collect ordinary post?

Article 37 of the Postal Law allows certain items to be issued to an adult living with the addressee, provided the addressee has not lodged a relevant objection. For collection at a post office, the provision requires a written declaration that the collector lives with the addressee. This is not the same as giving any relative or friend permission to collect mail.

The distinction is residence, not simply the relationship. A sibling visiting Poland does not become a co-resident by carrying your awizo. Equally, you should not ask somebody to make an untrue declaration just to avoid setting up a postal power of attorney. Ask the collection office how it verifies the route and which identification the collector must show.

The law excludes poste-restante items from this general alternative-delivery provision and expressly preserves other laws on service. That is why the household option should not be turned into a blanket statement that a partner can collect every letter. When the item has legal consequences, establish the applicable rules before the collection period runs out.

What a postal power of attorney covers

Article 38 defines postal power of attorney as the addressee's written authorisation for another person to receive postal items or money orders. It must identify the person giving authority, identify the representative and specify the scope. Poczta Polska's universal-service regulations also recognise powers of attorney granted under general rules, but a general document is not a reason to ignore the operator's collection checks or special service rules.

The operator's postal form lets you distinguish a one-off collection from a date-limited period or authority lasting until revocation. It also distinguishes registered postal items from postal and other money orders. Decide what you actually need. Giving somebody authority to collect a particular letter is a narrower choice than giving continuing access to a stream of correspondence.

Receiving an envelope is not the same as representing you in the matter inside it. Postal authority should not be treated as permission to sign a residence application, conduct a tax case, make a court submission or operate a bank account. Those actions have their own rules and may need separate authority. Our general power-of-attorney guide covers the broader distinctions.

Prepare the form and identity details

Poczta Polska's regulations require an appropriate form, proof of your identity, the representative's name and identity-document details, and your signature made in the presence of the postal employee. The form published by the operator includes fields for the principals, representatives, delivery address, selected scope and dates. Dark-shaded parts are for the operator, not the customer.

Use the operator's documents-for-download page or ask a branch for its current postal-authorisation form. The published PDF examined for this guide also contains a customer section confirming acceptance. Keep the accepted confirmation, rather than only a photograph of the blank form or a receipt for an unrelated service.

For foreign residents, the practical issue is matching names and identity documents accurately. The statute requires details of a photo identity document; it does not make nationality a substitute for identification. Before travelling to a branch specifically for this task, ask which of your documents it will accept and which details of the representative are needed. Do not invent a PESEL requirement or assume that an English-language note replaces the operator's form.

Sign with the postal employee, not in advance

The ordinary process is to grant the authority in a postal branch in the employee's presence, showing your identity document. Both the statute and Poczta Polska's regulations describe this step. The form itself warns that the signature must be made in front of the employee accepting the authority. Prepare the information beforehand, but leave that signature step until you are there.

The law provides an at-place-of-stay route when the addressee cannot move independently. This is a specific provision, not a general promise that a postal worker will visit anyone who is busy or already on holiday abroad. Contact the operator to arrange the applicable process and confirm what is needed in the person's circumstances.

Article 38 also permits certain electronically signed declarations if the operator provides that option in its service regulations. That condition matters. The in-person process is the route verified in the operator regulations examined here. This guide does not promise that a trusted-profile signature, scanned form or ordinary email alone activates Poczta Polska postal authority.

Current postal-authorisation fees

Poczta Polska's additional-fees tariff, effective from 1 July 2026, lists the following gross amounts for accepting postal power of attorney:

  • One-off: 6 zł.
  • Periodic: 8 zł for each month or part of a month.
  • Permanent: 26 zł.

The phrase “or part of a month” is worth checking when choosing dates. Ask the counter to confirm the total for your exact period before paying. Do not calculate it as a daily rate, and do not assume that a period spanning parts of two months costs the same as a period contained in one month.

These are the postal operator's listed acceptance fees, not the commonly discussed 17 zł administrative stamp-duty figure for submitting certain powers of attorney to authorities. Do not send a payment to a municipality's stamp-duty account just because an unrelated authorisation guide mentions it. Check the current operator tariff and the service being accepted at the counter.

What the representative should check before collection

Give the representative the relevant tracking or notice details and the accepted authority information. They should take their own identity document and confirm the collection office and deadline. Ask the branch whether any further document is needed for the particular item. Sharing your own passport or sending a photograph of it is not a substitute for the collector proving their own identity.

Agree what happens after collection. If you need the contents urgently, arrange a private way to receive them and tell the representative whether they may open the envelope. Postal collection and permission to read private correspondence are different decisions. Do not leave those expectations unclear when the letter might contain health, financial or legal information.

If collection is refused, establish the actual reason: the wrong office, expired collection period, mismatched identity details, missing accepted authority or special restrictions may require different next steps. Ask what is needed for that item rather than repeatedly sending the same person back with the same documents.

Court and official letters need a separate check

Postal Law expressly leaves other statutes' service rules intact. Do not generalise from an ordinary parcel to civil, criminal, tax or administrative correspondence. A postal proxy and a representative appointed in a proceeding are different roles, even if one person sometimes holds both.

If you have a live matter, contact the court, authority or your legal representative about the particular letter and any deadline. Tell them whether you are abroad and whether the item is already awaiting collection. Setting up postal authority is not evidence that a response period has paused or that an old address has been corrected in the case file.

Our civil court-letter guide explains why an uncollected letter can still matter. It should not be read as covering every procedure. Likewise, forwarding or extra storage is a different service, with exclusions; it does not automatically solve special-procedure mail or replace a required address update.

Ending the authority and planning before a trip

The statute says postal power of attorney can be revoked at any time. It also allows an operator to charge for acceptance or revocation where a fee is listed in the applicable tariff. Ask Poczta Polska for its current revocation process and any charge rather than assuming that taking back your copy cancels its record. Retain confirmation of the change.

Before leaving Poland, check which correspondence you expect, whether your named collector can reach the correct office and whether the scope and dates match your absence. For active official matters, update the relevant authority separately. A short, clearly scoped arrangement made before departure is easier to rely on than an improvised note sent after a collection deadline is already close.

Frequently asked questions

Can my friend collect a registered letter with my awizo?

Do not assume so. The route depends on the item, whether the person lives with you, accepted representative authority and any special service rules. Ask the collection office about the exact letter.

How much does postal power of attorney cost?

The tariff effective 1 July 2026 lists 6 zł one-off, 8 zł for each month or part of a month for periodic authority, and 26 zł permanent. Confirm your exact period and current total at the counter.

Should I sign the form at home?

No. The verified ordinary process requires signing in the presence of the postal employee accepting the authority, with proof of identity.

Does this authorise someone to handle my court case?

No. Postal collection does not by itself authorise court representation or pause a deadline. Special-procedure letters need a separate check with the court or authority.

Can I revoke postal authority?

Yes. Postal Law allows revocation at any time. Confirm the operator process and any applicable fee, and keep confirmation rather than simply taking back your copy.
