How to Register a Car in Poland After Importing It From Canada
The essentials: Clear customs (10% duty + 23% VAT, or the relocation-goods exemption if you qualify), file the AKC-US excise within 14 days and pay within 30 (3.1% or 18.6% by engine size), pass the technical exam, then register at the Wydział Komunikacji within 30 days.

Bringing a car with you from Canada is one of the biggest decisions in a relocation budget. Done right, it can make sense: you know the car's history, and some models cost less used in Canada than in Poland. Done wrong, it becomes a months-long paper chase with a surprise tax bill. This guide walks the sequence in the order you will meet it: taxes at the border, the exemption that can erase most of them, the excise declaration everyone forgets, the technical exam, and the Wydział Komunikacji visit for Polish plates. Rates and deadlines below come from official Polish government sources, checked on 21 October 2026.
Before You Ship: Run the Full Cost Calculation
Unless an exemption applies, a car imported from Canada (a third country) is charged three separate levies at the Polish border, stacked in this order.
First, customs duty. The standard EU common customs tariff for a passenger car from a third country is 10% of the customs value - and the customs value includes shipping and insurance to the EU border, not just the purchase price. You can check the rate for your vehicle category on the Ministry of Finance's official tariff browser.
Second, VAT at 23%. VAT is charged on the customs value plus the duty plus transport to the EU destination, so it compounds on top of the duty.
Third, excise tax (akcyza): 3.1% of the car's value for engines up to 2,000 cm³, 18.6% above 2,000 cm³. Classic hybrids (not plug-in) pay reduced rates of 1.55% and 9.3%; plug-in hybrids and electric cars are exempt from excise.
Run the numbers before committing. On a car with a customs value of 60,000 zł and an engine over 2,000 cm³, duty adds 6,000 zł, VAT roughly 15,000 zł on the compounded base, and excise around 11,000 zł - a tax bill near half the car's value, before freight and agent fees.

The Exemption That Changes Everything: Mienie Przesiedleńcze
If you are moving your normal residence to Poland, your car can enter free of customs duty and VAT as relocation goods (mienie przesiedleńcze). For genuine relocations this is the most valuable rule in the process.
The conditions, as published by the Ministry of Finance:
- You transfer your normal residence from outside the EU to Poland - normal residence meaning where you live at least 185 days a year for personal and occupational reasons.
- You lived outside the EU for at least 12 consecutive months before the move.
- You owned and used the car at your former residence for at least 6 months before moving.
- The car is declared as part of your personal effects, generally within 12 months of the move.
Two strings attached. First, for 12 months after customs release you may not sell, lend, hire out or pledge the car without notifying customs and repaying the relieved duties and VAT. Second, you need evidence: proof you ended your Canadian housing, tax or employment records showing where you lived, the car's Canadian registration history, and your new Polish address.
The exemption covers duty and VAT. Excise is a separate Polish national tax - confirm the current position on excise for relocation vehicles with the customs office or a licensed agent before assuming it is also waived.

Step One: Customs Clearance When the Car Arrives
Your car will most likely land at Gdańsk, Gdynia or a German port such as Bremerhaven. Wherever it enters the EU, it must be presented to customs and a declaration lodged. Three practical routes: file yourself through the PUESC electronic customs platform, use the shipping line's recommended agent, or hire a licensed customs agency (agencja celna) at the port. Most people pay an agent a few hundred złoty rather than learn a new Polish system under time pressure.
Prepare before the ship docks:
- Canadian title/ownership document and current registration
- Bill of sale or a notarized statement of the car's value
- Bill of lading
- Passport and PESEL number if you have one
- For the relocation exemption: the residence and use evidence above
- Sworn (certified) Polish translations of English-language documents the office requests - use a tłumacz przysięgły registered in Poland
Customs issues release documents confirming duty and VAT paid or exempted. Keep the originals forever; the registration office will ask for them, and replacements are painful.
Step Two: The AKC-US Excise Declaration
This step trips up almost everyone because it is invisible - no border officer reminds you. Excise on an imported car is self-declared.
You must file an AKC-US declaration electronically through the PUESC platform within 14 days of the car's arrival in Poland, and pay the excise within 30 days of arrival. PUESC has a dedicated service page for declaring a car acquired from abroad; filing requires a Profil Zaufany (trusted profile) or qualified signature, the same login used for other Polish e-government services.
The amount is the rate-table percentage applied to the car's value. Miss the deadline and interest accrues - and you cannot register the car until the excise account is clean, because the registration office checks electronic confirmation of payment before issuing plates.

Step Three: The Technical Examination
A foreign-registered car needs a valid badanie techniczne (roadworthiness exam) from a licensed Stacja Kontroli Pojazdów before first registration. The good news for Canadians: Canada drives on the right, so your car is left-hand drive - no headlight-aim conversion, the headache British and Japanese imports face.
Attention instead goes to North American market specs that differ from EU norms. Items most commonly flagged in practice:
- Speedometer must display km/h (digital or dual-scale clusters are fine; mph-only is a problem)
- Amber turn signals are the EU norm; many Canadian cars use red rear indicators and may need lamp or lens changes
- A rear fog lamp is expected; an aftermarket lamp is the usual fix
- Daytime running lights, standard in Canada for years, work in your favour
A good station will list exactly what to change and retest.
Step Four: Registration at the Wydział Komunikacji
With customs documents, excise confirmation and a fresh exam in hand, register at the Wydział Komunikacji of your local district or city office. Under rules in force since 1 January 2024, a vehicle must be registered (or its registration updated after purchase) within 30 days; the City of Warsaw's announcement of the changes spells out the deadline and required documents.
Bring: the application form, passport or residence card, proof of address, the Canadian title and registration with sworn Polish translations, customs release documents, proof of excise payment, the exam certificate, and the bill of sale. The office charges a set of small administrative fees for registration, plates and documents, and you leave with temporary or permanent plates plus the registration card (dowód rejestracyjny). If you register your stay (meldunek) first, the office visit goes faster, because staff can match your PESEL and address in one check.

Step Five: Insurance and Driving Away
Third-party liability insurance (OC) is mandatory from the moment the car is registered; arrange short-term transit insurance for the drive from the port. Polish OC is priced on your Polish claims history, which starts at zero - some insurers credit documented claim-free years from a Canadian insurer if you supply a letter, so ask before accepting the first quote. Keep the customs and excise paperwork with the car's file permanently: when you sell, the buyer's office will want the import trail.
Timeline and Total Cost
A realistic calendar: ocean transit from a Canadian east-coast port 2-3 weeks; customs clearance 2-5 working days with an agent; AKC-US filed in the first week; exam and any lamp fixes another week; registration inside the 30-day window. Most relocators drive on Polish plates 6-8 weeks after the car leaves Canada.
The swing factor is the relocation exemption. With it, the big outlays are freight (several thousand złoty door to door), the agent's fee, exam, office and translation costs. Without it, add duty, VAT and excise - the point where most people decide to sell in Canada and buy locally instead.
Common Mistakes to Avoid
- Shipping before checking the exemption's 12-month and 6-month clocks, which run from fixed dates, not from when you feel moved
- Letting the 14-day AKC-US window lapse while waiting for port paperwork - the deadline runs from arrival, not collection
- Arriving at registration without sworn translations; regular translations are not accepted
- Assuming a Certificate of Conformity exists: CoCs are an EU-market document, Canadian-spec cars do not have one, so the individual exam route is normal
- Booking the registration appointment too late - reserve the slot the day the car clears customs
Frequently asked questions
How much tax do I pay importing a car from Canada to Poland?
Without an exemption: 10% customs duty on the customs value (price plus shipping and insurance), 23% VAT on the compounded base, and excise of 3.1% (engine up to 2,000 cm³) or 18.6% (larger). Classic hybrids pay 1.55% or 9.3% excise; plug-in hybrids and EVs are excise-exempt. The relocation-goods exemption waives duty and VAT.
What are the AKC-US deadlines?
File the excise declaration on PUESC within 14 days of the car's arrival and pay within 30 days. You cannot register the car until payment is confirmed, and late payment accrues interest.
Can I bring my Canadian car duty-free when I move to Poland?
Yes, if it qualifies as relocation goods: you lived outside the EU at least 12 consecutive months, owned and used the car at your old residence at least 6 months, and are moving your normal residence to Poland. For 12 months after customs release you cannot sell or lend the car without repaying the relieved duties.
Do I need to modify a Canadian-spec car for the Polish exam?
Usually only small items. Canada is left-hand drive, so no headlight conversion. Examiners most often flag mph-only speedometers, red rear indicators (amber is the EU norm) and missing rear fog lamps. Canadian-standard daytime running lights already meet Polish expectations.
